TechMatrix will operate as a charity trust foundation, whereas the Research Centre (the Centre) is registered as a non-profiteering limited company. It is equipped with Board of Governors, Honorary Advisers, Members and Secretary - General. Dr. Samson Tam is at present the Chairman.

Board of Governors
The Board of Governors, comprised of celebrities with distinguished accomplishments, will formulate guiding principle for the Foundation and approve all final research reports. There are at present five members:
